Flint Hills Resources was interested in developing a regional strategic plan that would include public affairs, lobbying and philanthropy efforts for the upcoming year. Rather than a plan with lofty, unachievable goals, Flint Hills wanted a clear, concise plan that could be executed.

How we have assisted them
Goff & Howard organized several full-day planning sessions and helped guide and balance the discussions. During these strategy sessions, we developed a comprehensive public affairs plan, which includes goals, target audiences, key messages, and strategies and tactics needed to accomplish the goals.

Goff & Howard continues to update the strategic plan periodically to ensure Flint Hills meets the ongoing need for timely, relevant communication with its many audiences.

Results
Flint Hills' regional strategic plan was so successful that we facilitated a strategic planning session for the company's national public affairs department and developed a national strategic plan as a result of that session.

MinnCan Project

Project description
The MinnCan Project was a more than $300 million, 304-mile project that expanded the Minnesota Pipe Line Company (MPL) system.

Why they came to Goff & Howard
The MPL system, which supplies two Twin Cities refineries with Canadian crude oil to make gasoline, diesel, and other fuel products, was operating at maximum capacity. MPL needed public approvals to expand this pipeline, so that the growing demand for these products could be met. They chose Goff & Howard because of our full-service capabilities in both strategic counsel and implementation, including lobbying, community relations, media relations, and communications materials.

How we have assisted them
We counseled them on communications through every phase of the project, from the project announcement to the 17-month permitting process to pipeline construction and beginning operations. We began with a strategic plan that we continued to follow and update, so that the project met the ongoing need for timely, relevant communication with its many audiences.

Results
The MinnCan Project received approval from the Public Utilities Commission on a 4-0 vote, and the company negotiated successful easement agreements with the majority of landowners whose property was crossed by the pipeline. The company's primary goal – to build a pipeline that strengthens Minnesota's energy future – was achieved in 2008 when the pipeline became operational.
